A memorial was erected in late 1918 and early 1919 to those executed.

The monument to the War of Independence is located in the forest of Palermo, where in 1918 82 innocent people were killed by the Bolsheviks. A monument was erected in 1935 to commemorate the victims. In 1940, a monument was destroyed and reopened in 1995.

The author of the original memorial stone was the sculptor August Vomm. The current pillar has been restored as a copy, the bas-relief was made by the sculptor Lembit Palm.
